The law and the regulations set out a long list of requirements — a list that can easily look complicated to anyone who is not used to the practice of organising one. A short background. The regulations for mass events were enacted after the disaster at the Arad festival in the mid-1990s, in which three young people were killed when hundreds of teenagers pushed against an entrance gate – and it collapsed. Until then, local licensing officers acted independently and had a free hand to grant safety approvals. That grave disaster led the government to decide on a single, orderly standard for every event in the country – a standard that from then until today binds every mass event held anywhere in Israel.
The new standard defined in fine detail how a “mass event” is to be run. In practice, a “mass event” is defined as one with more than 500 participants in the open air. Under the standard, the production companies organising an event have a long road to travel before they are approved to stage it.
The requirements are many and varied, and meeting them takes a professional who knows the details and the depths of the law and the regulations – otherwise there is a real possibility that the police will not approve the event, and all your effort will have been for nothing. The company has to obtain an approval from the local authority, a police approval, a fire-service approval, a Magen David Adom approval and engineers’ approvals, among them a safety engineer (מהנדס בטיחות), a structural engineer (מהנדס קונסטרוקציה), an electrical engineer (מהנדס חשמל) and more.
The standard goes into fine detail to secure the safety of the participants: one exit from the site is required for every thousand people, at a width set in advance. Routes must have railings and stairs of a defined width and height. Even the number of people per square metre appears in the standard.
